Under the current proposals, datacenter providers would have a “duty to take appropriate and proportionate technical and organizational measures” to manage security and resilience risk. This could include:
Risk management
Physical and cybersecurity of facilities, networks and systems
Incident management
Resilience and service continuity
Monitoring
Detection, auditing and testing
Governance and personnel
Supply chain management
Datacenter providers would be required to register with a new regulator and provide relevant operational and incident-related information. Standards and assessment frameworks will be used to provide assurances on security and resilience.
“Data is an increasingly important driver of our economic growth and plays a pivotal role across our public services,” argued data and digital infrastructure minister, John Whittingdale.
“So ensuring companies storing it have the right protections in place to limit risks from threats such as cyber-attacks and extreme weather, will help us reap the benefits and provide businesses peace of mind.”

This decision also follows a record high net migration level of 7,45,000 in 2022.
Home Secretary James Cleverly said, “It is clear that net migration remains far too high … my plan will deliver the biggest ever reduction in net migration and will mean around 300,000 people who came to the UK last year would not have been able to do so.” These changes will come into effect in the second quarter of 2024. To begin with, the minimum general salary for occupations under the Skilled Worker Route stands increased to GBP 38,700 from GBP 26,200—an increase of nearly 48%. According to an alert issued by Fragomen, a global immigration law firm, some sectors such as hospitality, which rely on the lower minimum salary, may have to cut positions in order to be able to meet the higher salary levels. As regards migrant health and social care workers, while they are exempt from the increase in minimum salary levels, they will no longer be able to bring their dependents (say spouse and children) to the UK. TOI had earlier covered the recommendation of the Migration Advisory Committee. Its recommendations have been accepted and the policy that enabled migrant workers hired for job positions in a shortage occupation list to be paid a salary of up to 20% less than the market rate, stands abolished. Lastly, in a bid to curb family sponsorship UK citizens who seek to sponsor their foreign dependents will be required to have a minimum income of GBP 38,700 per year, up from GBP 18,600 which is an increase of over 100%.
Fragomen points out that new measures may cause significant difficulties for employers who are still adjusting to labor shortages post-Brexit and whose sectors have not yet reached the point of benefiting from alternative strategies to migration, such as increased training to address labor shortages.

The British government announced plans Monday to charge a carbon levy on imported raw materials such as aluminum, iron, steel and cement from 2027, in an attempt to prevent firms being undercut by overseas producers.
However, the plan has come under criticism from the body representing British steel as being too sluggish, as it will come into effect one year after similar proposals from the European Union are implemented.
Announcing its plan, Britain's Treasury said the proposed new tax will level the playing field, helping greener domestic producers compete against higher carbon, but cheaper, foreign rivals.
For years, fears have been expressed that efforts to cut greenhouse gases in the U.K. are not being matched overseas, meaning that emissions are just being displaced to other countries without ambitious net-zero targets, leading to little global benefit.
"This levy will make sure carbon-intensive products from overseas — like steel and ceramics — face a comparable carbon price to those produced in the U.K., so that our decarbonization efforts translate into reductions in global emissions," Treasury chief Jeremy Hunt said.

While the implementation of the so-called Carbon Border Adjustment Mechanism, or CBAM, has been widely welcomed, its start-date has raised some concerns as the EU's similar proposal will come into effect in 2026. Though Britain fully left the EU at the end of 2020, more than four years after the Brexit referendum, it often shadows policy from its former partners on an array of policies.
"With over 90% of global steel production facing no carbon cost, it is only right that a new carbon border policy is put in place to create a level playing field on carbon pricing," said U.K. Steel director general Gareth Stace.
"Despite the steel sector repeatedly warning officials how exposed the U.K. would be if it did not mirror the EU implementation timetable, government today seems to be actively planning for just that scenario," he added.

A British student is now considering leaving the UK because the Government's "disgusting" plan to curb legal migration would prevent her from living with her boyfriend.
Martha Cullen Close, 21, who is studying Hispanic law at Leeds University, told the PA news agency her boyfriend, Ysmael Paredes, 24, was planning to move to the UK from Mexico but, that under the Government's new five-point plan, he would be unable to do so. Home Secretary James Cleverly outlined the plan to tackle rising net migration, which would see the salary threshold required for skilled foreign workers to get a visa rise to £38,700.

Another woman said the plan would have prevented her marriage to her spouse had it been introduced before now, and added that she believes it is "cruel and unfair to add even more barriers to an already complicated immigration system". No 10 has clarified since the initial announcement that the minimum income of £38,700 is for a "household as a whole"; however, Martha said she and her boyfriend would still be unable to meet that income together.
She said: "We had plans for him to come and move to the UK because Mexico is so dangerous... so he doesn't want to live there anyway. We've planned to get married - his parents are really religious and we would have had to get married anyway if we wanted to move in together. Now we're just stuck, I don't know what we're meant to do, really."
Martha said her boyfriend would be unable to move to the UK under the new rules and that she is considering leaving England to live with him. She said: "Obviously, that's not my ideal situation. I don't want to do that. I want to be able to work and live in England, but I can't. I think it's disgusting, but it's not surprising from the Government... it's against human rights completely, stopping people from being with their families."
Emily Chudy, a 31-year-old journalist from London, told the PA news agency her American wife would not have been able to live with her in the UK had the Government's plan been in place previously. She said the couple have "completed two visas already - a fiancee visa and spousal visa - costing thousands in fees" and "still have visas to complete before she's eligible for citizenship".
She added: "We're both really panic about these changes, as I still don't make enough to meet the threshold alone, although our combined income does. All this policy is going to do is tear families apart and mean that only the wealthy can afford to fall in love with a non-British citizen. It just seems cruel and unfair to add even more barriers to an already complicated immigration system, and it'll definitely impact working-class people, women, people of colour, and disabled people disproportionately as communities who face pay and wealth gaps."
When contacted by PA for a response, the Home Office pointed to its Net Migration Press Notice outlining the Home Secretary's proposals to bring the "biggest ever reduction" to migration levels. Health and social care, sectors that are highly reliant on immigrant staff, are exempt from the salary rule. But care workers from overseas will no longer be able to bring dependent relatives with them to Britain, leading to concerns in the industry that fewer will want to come.
The government also said it would scrap a rule that lets employers in sectors on a “shortage occupation list” pay immigrant workers 20% less than UK citizens. Starting in January, most foreign graduate students will no longer be able to bring family members to the UK. Cleverly said the new measures would reduce by 300,000 the number of people eligible to move to Britain in future years.
Reducing immigration is a totemic issue for many in the governing Conservative Party, who backed Britain’s exit from the European Union to "take back control" of the country’s borders. The Conservatives believe cutting immigration will shore up votes ahead of an election next year because many voters see immigrants as adding to pressure on already overstretched public services and worsening a housing crisis.

James Cleverly’s plan to crack down on legal migration is causing confusion and distress for many international couples, lawyers have warned, with families facing being split up by stringent new visa rules.
The home secretary announced a five-point plan to bring down immigration on Monday.
Many of Mr Cleverly’s changes were focused on making it harder for skilled workers to get a UK visa. But the home secretary also made it far harder for Britons to bring foreign partners and family members into the country, insisting that anyone sponsoring a family visa should earn £38,700 (€45,150) a year – up from £18,600 today.
Data suggests this could make it impossible for between 60 and 70 per cent of workers to bring their family into the UK.
Madeleine Sumption, the director of the Migration Observatory at the University of Oxford, said: “This is definitely completely different to what any other high-income country does.”
Under the new rules, someone will be able to bring a family member into the country if they earn £38,700 year. If the partner is already in the UK, both people’s incomes will be taken into account.
If someone does not qualify under those rules, they will still be allowed to bring in family members if they have sufficient savings. Under current rules that figure is £62,500, but the government is consulting over whether to increase it.
Families might be given an exemption from the rules under “exceptional circumstances”, although officials cannot say what those circumstances are, and say they review each case on its own merits.
Downing Street insisted on Tuesday that the system was fair. A No 10 spokesperson said: “Before yesterday, that threshold had not increased in more than 10 years.”
Lawyers and applicants say, however, that it has led to distress and confusion, with many families already in the process of applying for visas now unsure of what the changes will mean for them.

Kelly Robinson, an American PhD student living in Norwich with her partner, Owen Sennitt, had applied for her spousal visa last week, confident Sennitt’s job as a local journalist would be enough to qualify for it. Now she believes she may have to return to the US after eight years living in Britain.
“It is a real shock,” she said. “The entire life we have built is being taken away from us overnight.”
